Barcelona-Catalonia Housing Model: Public-private and public-community partnerships for the provision of affordable housing

Barcelona and Catalonia have pioneered the implementation of public-private and public-community partnerships to increase the affordable housing stock. This session will dive into two innovative projects: a partnership agreement (ESAL) between the City of Barcelona and social housing providers to develop 1,000 affordable rental and cooperative housing units; and the recent creation of the first metropolitan mixed public-private housing provider (HMB) which aims to develop 4,500 affordable rental units in the metropolitan area of Barcelona. The session will also introduce the Social Pact for Housing in the Basque Country 2022-2036 as a strategic approach to housing policy implementation.
