Public Procurement of Innovation (PPI)

After more than a decade of promoting Public-Private Partnerships (PPPs) as a strategic tool for transforming public services and as a lever for new production and business models, numerous initiatives and tenders have been launched at all levels (European, national, regional, local), with substantial resources mobilised. It is therefore an opportune moment to take stock of achievements and reflect on the experience gained; among the many issues to consider, the following stand out: What scale has PPP reached? Has PPP contributed to improving the performance of Public Administrations as expected? Are current PPP instruments adequate and sufficient? How and what extent have they been utilised? Which technical, legal, and financial aspects of PPP processes have proven efficient and effective, and which others should be improved? Is PPP confirming its capacity to generate new products and markets? Is PPP facilitating the take - off and growth of innovative companies? Is PPP truly facilitating knowledge transfer and public - private collaboration? The Panel´s objective will precisely be to adress and discuss these issues from the various perspectives of the stakeholders involved, providing a comprenhensive and first-hand insight into them.
