Does science really offer any solutions to water scarcity?

Desalination plants, recycled water, leak control, water transfers… versus restricitions, consumption control, habit changes. What is more credible to happen? Can society be changed by decree? Do we have time for a cultural shift? How much does all this cost? Who pays for it? Is it conceivable to limit the growth of a sector or is it utopian? will the urbanizations + golf courses return? Is it possible to deny a license for a ski slope on a beach in summer? We will ask all of this to institutions and companies knowledgeable about this and have a part of the resposibility and solution
