Biography

Maria João Telhado, Lisbon City Hall (CML) advisor in the Civil Protection sectorial area (SMPC), between1990 and 2018, with several participations in projects regarding: Urban Resilience Assessment (Scorecards and Dashboards), Multi-Risk Assessment (natural disasters), Early Warning System/Public Alert, Climate Change, Disaster Risk Reduction, Prevention and Preparedness, Emergency Planning, Information and Public Awareness, GIS/disaster risk/hazard maps. Currently Head of Environment and Energy Division from the Environment, Energy and Climate Change Department in Lisbon City Council, since October of 2018. Before, Head of Prevention and Public Awareness Division from Civil Protection in Lisbon City Council, between 2016-2011. Degree in Geography and Regional Planning (FCSH/UN-1989). Master’s degree in GIS (IST/UL-1997). Post-graduation in Training for Teaching Geography at Secondary School (FCSH/UN-1991). Author of relevant methodologies regarding disaster risk assessment, from the municipal Resilience Dashboard and also from several educational materials. Moderator and Guest Speaker in several information and awareness international campaigns (European Civil Protection Forum 2015 and 2018). Representing Lisbon’s Civil Protection dimension in several internal and external working teams. Focal point from Lisbon City Council in Making Cities Resilient Campaign: My City is Getting Ready! from the United Nations for the International Strategy for Disaster Reduction (UNISDR) and from the Sub-Commission at the National Platform of Disaster Risk Reduction of the National Authority of Civil Protection, entity responsible for applying the Sendai Framework to Disaster Risk Reduction, since 2014. Participation in EU Exchange of Experts Sweden/Portugal, 2014-2015 and on 11th PPRD - Prevention, Preparedness, Response to natural and man-made Disaster, 12º Workshop “Multi-hazard risk assessment in urban environment”, 2012. Manager of International events and projects: RESCCUE, 2016-2020 (H2020), RESILIENS, 2015-2018 (H2020); U-SCORE-CARD, 2015-16 (H2020); Lisbon City Team, Fraunhofer Institute, 2015; NERA; POP-ALERT, 2014-16 (7º QC EU), FLOODS CBA, 2014-15 (7º QC EU); NERA, 2014, (7º QC EU); PREPARED - Implementação do Plano de Segurança do Ciclo da Água a Lisboa, 2012-13 (7QC EU); CRISYS 2011-12 (7QC EU); UHI, 2008/2011 (7QC EU). Currently responsible for articulating, coherently, the goals for which the municipality of Lisbon voluntarily committed, as a local government, in the implementation of the Sendai Framework, the Agenda 2030, the Sustainable Development Goals (SDGs), Paris Agreement and the EU Covenant of Mayors for Climate & Energy.
